SACRAMENTO COUNTY, CA (MPG) - The Sacramento County Board of Supervisors, at its March 11 meeting, concurred with the county executive’s appointment of Joseph Angelo as the director of Personnel Services, effective April 7.

“We are thrilled to welcome Joseph Angelo to our team as the new Personnel Services director,” said Sylvester Fadal, Deputy County Executive for Administrative Services. “Joseph’s executive personnel experience, including significant leadership roles in both city and county agencies, will bring a wealth of expertise to our organization. His impressive track record in driving operational excellence, fostering a strong organizational culture and dedication to public service make him an ideal fit for this critical position. We look forward to the valuable contributions he will bring to our team and the county as a whole.”

Angelo has more than 13 years of executive human resources experience. He currently serves as the chief people and culture officer for the Best Friends Animal Society, based in San Antonio, Texas, a position he has held since 2023. In this role, he oversees all HR-related services and advanced operational and organizational outcomes across the society’s 47-state workforce.

Prior to his current position, Angelo served as the human resource services director for the County of Alameda from 2017 to 2023, overseeing all HR-related services. Before that, Angelo was the human resources director for the City of San Jose from 2014 to 2017 and was the chief innovation officer and human resources director for the City of San Antonio from 2011 to 2014.

In addition to his professional experience, Angelo has a bachelor’s degree in business administration from the University of Pennsylvania, a master’s degree in business administration from the University of Miami,​ and a master’s degree in public administration from Harvard University.

Angelo was formerly the treasurer of California Counties HR (previously known as County Personnel Administrators Association of California) and was also a member of the International Public Management Association.
